The parameters savable bit of zero indicates the target is not
capable of saving the page in a nonvolatile vendor-specific
location.
Parameter Length
There are two bytes of parameter information.
Transport Geometry Descriptor
A rotate bit of zero indicates that the medium transport element
does not support media rotation.
Member Number In Transport Element Set
The first element in a set has a member number of zero.
