The SIE sets the HXFRDNIRQ bit when it has completed a host transfer. The CPU clears the
HXFRDNIRQ by writing a 1 to it.
The CPU sets and clears the HXFRDNIE bit. When HXFRDNIE = 1, the HXFRDNIRQ is
enabled as a source to activate the INT pin.
