Down Counter. Counts down from a preset value. The output is ON whenever the 
Current Value is

The parameter that appears above the function block is a one-dimensional, three-
word array in %R, %W, %P, %L, or symbolic memory that the counter uses to store 
its current value, preset value and control word.
