If Firewall is not enabled, then remote access is enabled by default. Since there 

is no firewall, so anybody can access your web-configuration. In order to use this 
tool, configure firewall properly and block all the traffic which you do not need. In 
that case, if you will enable Remote access, then only those IP which are
