Hardware Universal Asynchronous Receiver/Transmitter (UART) overruns
or software buffer overflows, both defined as the number of overruns or
overflows that have occurred on the specified line since the system was
restarted. Hardware overruns are buffer overruns; the UART chip has
received bits from the software faster than it can process them. A software
overflow occurs when the software has received bits from the hardware faster
than it can process them.
