Primary vs. Secondary A2W Files

When choosing Primary and Secondary A2W files, primary and secondary
describes the functions and limitations WEST can perform on the controllers.
For example, if an A2W file for a HPGS controller is used as the primary,
WEST can perform functions listed in “Primary Capabilities” (see below)
on the HPGS controller.
