Disable Fast PKG C State Ramp for IA Domain
This feature disables fast package C-state ramping in a specific domain. If set to
FALSE, the selected domain will continue to fast ramp. If set to TRUE, the selected
domain will disable fast ramping. The options are TRUE and
FALSE
