extensive information. 
Check for adequate voltage to the transmitter.
Check the milliampere rating of the power supply against the total 
current being drawn for all transmitters being powered.
Check for shorts and multiple grounds.
Check for proper polarity at the transmitter terminal. 
Check loop impedances.

See if the transmitter is in a multidrop mode.The multidrop mode locks 
the output at 4 mA.

Fill fluid viscosity is temperature dependent. Less viscous fill fluid
