location. They include both homes built on fixed wheels and those transported on temporary
wheels/axles and set on a permanent foundation. Travel trailers and recreational vehicles not intended
to be permanently located on site are considered RV's and are not considered mobile homes. Also, a
house for which the walls and other components would be manufactured in a factory to be then
assembled on site would not be considered a manufactured home since it would not be substantially
made in a factory.
