If the value of the second parameter is between 0 and 255, the
resolution of the watchdog timer is 1 second
Over 255 If the value of the second parameter exceeds 255, the resolution
of the watchdog timer is 1 minute, that is, if a value of 400 is
given, the actual timeout value is 400/60 + 1 = 7 minutes

Description
Starts watchdog timer function. Once invoked, the watchdog timer countdown starts,
