The Time cluster is a general cluster for time it is based on a UTC time in seconds since 0 hrs 0 mins 0 sec on 1st
January 2000. Refer to

[Z2]

for ZigBee specification of the time cluster.

The device will use this clusters as a client

provided that a suitable Time Server is available on the network

(most likely on the Gateway).
