Incorrect PVID recovery tree

VLAN not tagged to uplink ports

When a VSP 7000 series switch is connected to an ERS 8600 series switch that is a member of a
VLAN and devices on that VLAN cannot communicate with the VSP 7000 series switch, it is
possible that the uplink ports on the VSP 7000 series switch are not tagged to the VLAN.
