Reduces noise and power for oscillator when a resonator is used.

The drivability of the oscillator is reduced by writing 0 to the EMCCR0
<DRVOSCL> register. By reset, <DRVOSCL> is initialized to 1.

Not need twin-drive and protect mistake operation by inputted noise to X2 pin
when the external-oscillator is used

The oscillator is disabled and starts operation as buffer by writing 1 to
EMCCR0<EXTIN> register. X2 pin is always outputted 1.
By reset, <EXTIN> is initialized to 0.
Note: Do not write EMCCR0<EXTIN>
