The following able shows the actions performed by the Primary Controller during its
different modes of operation.

Respond to messages addressed to the Redundant Controller Node Address

Check for the Force Change-over command

Failure

This mode of operation is a hardware failure and the Controller is not operable
therefore no action is expected.
