QRC Handling Fees
お客様への通信料金の請求には、QRC手数料がプラスされます。
QRC Handling Fees Are Added to the Bill for Telecommuncations Charges
QRCは国際通信連合（ITU） の組織の一つであるITU-Tで定めたAccounting authority（計算担当機関 ） のことで、海岸地球局と船舶
との間に入り、料金清算業務を円滑に処理する機関です。すなわち、図の通り、船舶発の通信料金は、その通信を経由した海岸地
球局（通信事業者） が直接その船舶（船会社） に通信料金の請求を行うわけではなく、その船舶（船会社） が契約しているQRC会社に
請求します。QRC会社は、それぞれの海岸地球局からの請求を一つにまとめて、契約者である船舶（船会社） に対して手数料と共に
通信料の請求を行います。
従って、船舶発の通信を行うにはいずれかのQRC会社と契約していることが前提条件になります。契約がなければ、船舶発発信がご
利用いただけないことがありますのでご注意ください。日本国内のQRC会社は、総務省が指定しており、KDDIを含め数社あります。
QRC手数料は各社によって異なりますが、参考としてKDDIのQRC料金をご紹介します。
Appointed by the ITU-T which is part of the ITU (International Telecommunication Union), QRC is the accounting authority that is positioned
between shore stations and ships to ensure the smooth processing of work associated with the billing and settlement of
telecommunications charges. In other words, as illustrated in the diagram below, the charges for a ship-originating communication are
not directly billed to the ship (shipping company) by the shore station (telecommunications carrier) that relays the message, but are instead
billed to QRC company which is contracted by that ship (shipping company).
The QRC company receives the bills from the various shore stations and consolidates them, and then bills the contracting ship
(shipping company) for the telecommunications charges and for a handling fee. Accordingly, in order for ship-originating
communications to occur, a contract with a QRC company is a precondition. Please be aware that without a contract, ship-
originating communications may not be possible. There are several QRC companies in Japan that have been appointed by the
Ministry of Posts and Telecommunications including KDDI. Depending on the company, QRC handling fees will vary; however, for your
reference, the QRC fees of KDDI are introduced below:

handling fees.
(3) Customer pays the billed telecommunications charges and handling
fees to the QRC.
(4) QRC pays the billed telecommunications charges to each LES.
