Required steps to enable telemetry:

If you did not start the game after installing it, start it and enter a player name.

Edit the file
C:\Users\[UserName]\My Documents\
My Games\F1 2015\hardwaresettings\hardware_settings_config.xml
with a text editor like notepad to have:

You can use a different Port number, but then you have to specify the same Port number in
the input profile (see 6.5.2). Predefined profiles use Port number 10001.
This game disables global shortcuts, and therefore you cannot start/stop the simulation
process in the GSeat Manager using the shortcut: you need to switch from the game to the
GSeat Manager using Alt+Tab.
