has no impact on the ONS 15600 SDH because all IP traffic (CTC/CTM, FTP, and TL1) is tunneled
through the OSI DCN.

The IP OSS manages ONS 15600 SDH and other vendor NEs using TL1 and FTP.

The other vendor GNE performs mediation on TL1 and FTP, so DCCs are OSI-only.
