Note: The following output ripple/noise requirements shall be meet throughout the load range and 
under input voltage from 8Vdc to 21Vdc. Measurements shall be made with an oscilloscope with 
20MHZ bandwidth output shall be bypassed at connector with a 0.1uF ceramic capacitor and a 10 uF
electrolytic capacitor to simulate loading.
