Test fit the rudder; make sure that there are no
clearance issues, if there are fix them now.

Mark the location for the hinges and cut the
corresponding slots in the rudder and vertical
stabilizer.

Dry fit the rudder and make sure that it moves
freely and without any binding, if you need to
make any adjustments now is the time.

While the rudder is still fitted to the fuselage
mark the position for the control horn.

Remove the rudder and mount the control horn
using whatever mechanism is called for by the
control horn.

If using a wooden control horn, like the one
shown in the picture to the right, start by
cutting a slot in the rudder to accommodate the
control horn. Bond the control horn in place
using Epoxy adhesive.
Install the control horn

Mount the rudder in its final position and bond it
with thin CA adhesive at the hinges in the same
fashion as you attached the wing control
surfaces.
