Returns the time difference of the selected segment to the newest segment. To select
a segment, use

<TimeToNewestAcq> Time to newest acquisition
Example:
CHAN:HIST:CURR -5
CHAN:HIST:TSR?

Returns the relative time of the sixth segment. The newest seg-
ment has index 0.
