How to Resolve

the

language.xml

file

in the language package
is not UTF-8 without
BOM.

language.xml

file, change the encoding format to UTF-8

without BOM, and save the file. In addition, do not use Notepad
to edit the

language.xml

file, but use the specified text editor.
