Possible causes

Cause 1: One or multiple fans of the 3 fans are faulty. As a result, the remaining fans
need to rotate at full speed to cool down the EDFA.

Cause 2: The EDFA temperature is excessively high, so the fans need to rotate at full
speed to cool down the EDFA.

Cause 3: Hardware is faulty.
