Put the tower on a wooden yoke, height of 1m to 1.5m, as below,

You could erect the tower with a winch, tractor and crane. Please
note, when using a winch and tractor, there need to be a yoke for
generator below 2kw, including 2kw. Pay attention to the tension of
each steel wire in the process of erecting in case of any unbalance.
