Handling of Errors:

If the file handler detects a syntax error in the structure of the transmitted file entry, the QUEUE-WRITE
command is aborted with an appropriate error message.  In addition, the QUEUE-WRITE command is
aborted with the option = 0001 hex if the file handler determines that the file to be set up already exists.
