Pollution Degree 3:
Conductive pollution, or dry, nonconductive pollution that becomes conductive
due to condensation. The typical environment are sheltered locations where
neither temperature nor humidity is controlled, for example, industrial manu-
facturing areas. The location is usually protected from direct sunshine, rain,
and direct wind.

Pollution Degree 4:
The pollution generates persistent conductivity caused by conductive dust,
rain, or snow. This is typical for outdoor locations.
