INFORMATION ABOUT SPEED PEDELECS
What is a speed pedelec?
‘Pedelec’ is a term that describes a bicycle with a motor

with a speed limit of 25 km/h are categorized as normal
bicycles in the EU.
The Performance Speed models is a so-called ‘speed
pedelec’ and has been specifically designed for higher
speeds up to 45 km/h. Speed pedelecs are categorized
as mopeds in the EU. In comparison to normal pedelecs
there are a few important regulations to consider before

Rules and regulations
The QWIC Performance RD10 Speed conforms with the
latest L1eB type approval. With this manual you have
received a certificate of conformity (COC).
As the speed pedelec has been categorized as moped in the
EU, most member states apply the following requirements:
Helmet obligation
Most member states of the European union, if not all, have
compulsory helmet wear for mopeds. However, moped
helmets are heavy and offer insufficient ventilation to
be comfortable for speed pedelec users. For this reason
some countries have issued specific helmet rules. The
Netherlands, for example, have issued a new norm for a
speed pedelec helmet. Speed pedelec users are obliged
to use a special speed pedelec helmet that conforms NTA
8776.
