Information on the legally compliant use of ozone
Anyone who manufactures or uses chemicals is subject to various
legal regulations, under which the so-called Biocide Regulation
(EU) No. 528/2012 and the REACH Regulation (EC) No.
1907/2006 (REACH = Registration, Evaluation, Authorization and
Restriction of CHemicals). An authorization or registration process,
respectively, must be completed, without which legally compliant
operation of an ozone system is not possible. If ozone is used for
biocidal purposes, i.e. for disinfection, it is subject to the Biocide
Regulation. In all other cases (e.g. oxidation of water constituents),
registration must be obtained under the REACH Regulation. Viola‐
tions of the two regulations can be classified as criminal offences
and can be punished with fines or even imprisonment.
Who is responsible for authorization and registration?
In principle, any party in the chain of manufacturer, seller and user
can apply for an authorization according to the Biocide Regulation.

zon izvw, we have joined
forces with other manufacturers of ozone systems in order to ach‐
ieve the very time-consuming and expensive authorization jointly
on behalf of all parties involved. So anyone who purchases, re-
sells or operates an ozone system manufactured by a EurO
3
zon
member for biocidal purposes can use this authorization. For more

A registration according to REACH has to be made by each user, a
takeover by the equipment manufacturer is not possible. However,
EurO
3
zon, together with a member also acting as a user, has
organized a joint registration dossier, which other users can join as
a co-registrant, in return for a contribution to the costs. Unlike the
Biocide Regulation, the REACH Regulation staggers the scope of
registration, and the associated costs, according to the annual pro‐
duction volume of the chemical concerned. Below a production
volume of 1 t/year (= 114 g/h continuous output), no registration is
