Peripheral equipment power supply

A PEPS (Peripheral Equipment Power Supply) card resides on each IPE shelf.
The PEPS provides power to the IPE shelf and regulates all the voltages
required by the cards on the IPE shelf.

For all IPE power supplies, the XSM can detect the following status and fault
reports.

card completely shutdown

card partially shutdown

card not present
