A request to the host takes only place if the internal booking response is nega-
tive.

If there is no booking response from the host, the control decides itself if the
booking is authorized or not.

If the host computer is not available, the registration data will be stored in the ac-
cess manager. As soon as the host computer is available, the registration records
will be transmitted.
