wait for dial tone during dialing but none is received.

Busy signal detected. For X3 and X4, if busy tone detection is enforced, the
busy (engaged) signal is detected on the line when the modem is
attempting to originate a call.

No answer at remote end. Modem is trying to originate a call if a
continuous ringback signal detected online until the expiration of timer
S7.
