Through the above settings, the Welltech 2540 should able to do the following: 
 
For FXO (Welltech 2540):   
1.

 

For PSTN incoming call, the caller will hear a dial tone. Then the caller can 
dial a VOIP number and it will use the setup SIP Trunk 1 to make SIP call 
out. (2 stage dialing) 

 
2.

 

For VOIP incoming call, Welltech 2540 will off hook a FXO port and dial to 
PSTN.
