L2 Edit Noise Squelch

Edit the Noise Squelch level. This is a global function that is general to both Main and Guard
channels. The level is adjustable through the range: 00 to 10 in HEX (the factory default setting is
0A), 00 is lowest level, 10 is highest level. At the lowest setting squelch is easily broken, and it
becomes increasingly difficult to break squelch as the level is increased.
