Priority command
The output message area FULL flag turns ON when an output command is
issued during output refreshing, when the number of messages in the mes-
sage area reaches 20, and when input refreshing in the same I/O area is ex-
ecuted.
The flag turns OFF when the number of messages in the message area de-
creases to 19 or less and when the next input refreshing is executed.
