New job status and new operation on jobs

Via input filters, the job tickets can be modified so that jobs are assigned a new status 
("hold").

Jobs in status hold remains in this status until "un-hold" in which case they get the status 
"waiting".

The right to un-hold a Job will be linked to right "Modify job" as well as "job class". 

The action to come back from a waiting job in "hold" status is not allowed.

Use case example - 1

Some jobs (the pay lists) have to be hold in PRISMAspool until some dedicated operators 
decide to print them. The handling of these jobs must be restricted to dedicated operators.

Input filter is defined which recognize the pay lists and modify the job ticket to give them a 
specific class (for example) "P" and the job status "hold".

PRISMAspool administrator sets the class access by granting the people responsible of the 
pay lists access to class P while denying access to that class to all other users.

The jobs are spooled in PRISMAspool.
