Calibrate it by decreasing the base gain 

 

 
i.e. System base gain = 18 
129 ml phantom read 102 ml (7 ml below the specification) 
 
Use “DW” bar adjust the base gain = 16 
 
Click “SAVE”, “DEFAULT”, “BACK”, then “OK” 
 
Scan again to verify volume reading reaches in the spec.
