Fan motor is
damaged. And
replace it with a new
one.

Test the fan motor terminal resistance
between pin 1(310V) and pin 4(0V), or
pin 5(15V) and pin 4(0V) of CN21 are
close to 0mΩ with a universal meter after
switch off the power.

Remove the connection cable between
CN23 of outdoor PCB and CN10 of
module PCB. The LED1 becomes light
or flash.
The outdoor PCB is damaged.
Replace it with a new one.
