required to report to one of the Second Priorities before the
reporting terminates (with max of 5 retries on each).

2. Report Method
The reporting will start with IP reporting first, than the GPRS, then the Telephone
Numbers (if they are all set as same priority order).
One-by-one:
Each reporting will be retried five times before it moves to the next
number until the reporting has been acknowledged.
