Bypass lever is in the ‘BYPASS’ position.
Set to ‘FLOW’.

Check relief valve setting and adjust.
Pump worn or damaged.
Check system oil

Reset engine speed and lock throttle lever.

Check cylinder and replace as necessary.
P.O.D. Cable adjustment incorrect.
Re-adjust as necessary.
