This attribute determines how many seconds to wait before transitioning to the carrier lost
state when the carrier signal is lost. When set to 0 (the default), the driver immediately
transitions to the lost state upon detecting carrier loss. If the carrier signal returns prior to
reaching this threshold, the driver never enters the carrier lost state.
