Simulating FDIR blocking

3.7.5.

FDIR is blocked, if the communication to the IED is bad, the switch is hot-line-tagged,
or the IED is in the fault mode (the Health attribute is showing warning or alarm).

You can test this blocking feature also in simulation mode.
