The BSC requests MS to send transparent L3 message in acknowledgment
mode.
The DATA REQ message contains the complete acknowledgment mode L3
transparent message. The OB06 starts timer T200 when OB06 sends the
I-frame and records the I-frame resend times N200. When T200 expires
for N200 times or the REJ frame is received, the OB06 sends the ERROR
IND message to BSC.
Figure 30 shows the receiving.
