Bi-directional PROCHOT#

When a processor thermal sensor trips (either core), the PROCHOT# will be driven. If 

bi-direction is enabled, external agents can drive PROCHOT# to throttle the processor.

Enables or disables the VTX-2 Mode support.

TM1

Enables or disables TM1, which is a thermal monitor based on clock throttling.
