Example:
Assume wintertime time, synched from radio source, synchronized from timeserver, local time:
Bits 6, 3, 2 and 0 are set: 0100 1101
= 4Dh = 'M'
G - UTC offset during wintertime from letter 'P' in 1/2 hour steps.
Example:
Germany 2 x 1/2 = 1 hour, so 'P'+2 = 'R'
