Adjust the level of the current RF IQ file being played
An example would be:
1 00:10:00, RF on/off, 1, 1, 1, off
This would issue a command at 1 day and 10 minute in to the
scenario run for vehicle 1, antenna 1, channel 1 and would turn the
current RF output to off.
