This code is used for setting the delay time of running energy-saving while the conditions are ready.
While Inverter finished acclerating and running stable, is satisified to simple energy saving, set the value
of F1903 in order to find the suitable time into the operation of simple energy-saving mode.

Complemental descriptions for operation of energy-saving function:

While inverter were on the conditions of energy-saving, output voltage satisified with voltage decrease
rate to execute V/F control, even under frequency command changing. But, while Inverter stop
command given, the original output voltage slowly increased till to completely recovery, and then
turned into deceleration procedure.
