Install 4 anchor plugs in the holes on the floor.

Then, fasten the base stands to the floor loosely with 4 screws (A). (This makes it easy to adjust the 
position of the shelves later.)

Remove the 4 tabs on the top cover of the Basic Shelf, by using a flathead screwdriver, as shown below.
