P_PT_RAT Setting
It is a category to set the Phase side 1st voltage ratio. It can be set in the units of
0.1 from 0.1 to 3200.0. For example, if the voltage in Phase side uses 22900:11, then
set to 208.2 in P_PR_RAT setting.

It set to Phase PT secondary rating therefore it set 0.1 unit form 63.5 to 190. For
example, if phase PT secondary rating is 110V, P_PT_SEC set 110V.
