Disconnect the rod.

Unscrew the rod.

Hold the rod and the pipe vertically in order to let out
any water.
Then remove the black O-ring, and finally the filter.

Check the filter condition (pollution by impurities and
water).
If the filter is dry and not soiled, it may be cleaned by
blowing from the inside out.
