Disable actuator usage

Place a wire jumper from terminal 5 to terminal 8 to disable
checking actuator feedback. This is the check to verify that
the actuator is moving to the required positions. This
satisfies the check by using the line voltage at terminal 5 to
indicate constant feedback.
