The bandwidth is now limited to 25 Mbps and targeted to 20 Mbps for each user.   

Figure 79

 

shows simplified bandwidth usage with the limit for each user now 

configured for 25 Mbps.  Here it can be seen that all users are limited to 25 Mbps 
and do not have access to more bandwidth when required.  It can be seen that even 
when the usage is totaled, the total switch bandwidth (100 Mbps) is never fully used. 

Also note that since there is no congestion, there is no requirement to reduce the 
bandwidth to the targeted 20 Mbps or lower.
